Ang dalawang mukha ni Speaker Boy Nograles
BEFORE THE DECLARATION OF MARTIAL LAW IN MAGUINDANAO
“Martial law can be impractical at this time as it requires the approval of Congress, which will most likely have difficulty mustering a quorum due to the holidays and the election season. Even if we have a quorum, I don’t think our senators and congressmen will favor this because it will certainly cause public uproar which can endanger their reelection bid.”
AFTER THE DECLARATION OF MARTIAL LAW IN MAGUINDANAO
“If we will, we will immediately hold a joint session in order to revoke it, but I don’t think we need to hold a joint session in the event we won’t revoke it. There is no need to affirm it.”
BEFORE
“A limited state of emergency in Maguindanao and nearby provinces is sufficient to address the problem related to the Maguindanao massacre,” he added.
AFTER
“as a Mindanaoan, my personal opinion is, for a limited period of 60 days, I will support it (martial law) so that the prosecution arm of the government can move freely and get the witnesses and gather evidence without fear.“
THEN
