Mrs. Gloria Macapagal Arroyo’s 24 February declaration of a state of national emergency has been met with universal condemnation and defiance. Some have even ridiculed it as a public admission of panic.

Although government propagandists led by Cabinet Chief of Staff Michael Defensor and former civil liberties champions Bobbie Tiglao, Norberto Gonzales and Heherson Alvarez initially clarifed that the declaration did not imply that warrantless arrests and seizures of public utilities would be carried out, journalist Randy David, leftist Congressman Crispin Beltran and rightist leader General Ramon Montano were arrested while Party List Rep. As a follow up to his column on the Iranian nuclear issue, the Gadfly writes about energy security and foreign policy. He bewails the DFA’s neglect of this issue and proposes concrete measures aimed at integrating energy security into Philippine foreign policy. He adds that the DFA could complement the efforts of the Department of Energy by providing “another vital input so that the national leadership could be given a good second opinion” when shaping energy policy.
